I am replacing the bearings and races. The manual does not explain how to set the bearing preload. From the drawings, it looks like the bearing is placed on the axle with the taper to the outside and the axle is placed into the tube followed by the race, shims and brake plate. What keeps the shaft and bearing from going too far into the housing? I can't find my note for which shims go on which side.

You check it thru end play on the axle shaft. You have shims between the axle housing flange and brake backing plate. The manuals we sell cover it.
