Is it possible to install this without removing the box from the vehicle?

Yes for sure. Your old sector shaft is most likely worn where it rides on the worm gear.

isnt there a oil seal on the shaft itself, would be inside the coupling with the shims??

There is an oil seal where the sector shaft comes out of the housing. And on the upper housing by the ball bearings.
