Hello, This appears to be attached with rivets? If so, do you sell the rivets and can they be attached without using special tools? I have the same question regarding the front bumper to frame gussets. Thanks much and I look forward to hearing back from you. Sincerely, Mike

Yes, it originally was attached by rivets. Most people now either bolt them down or weld into place. You would have to source the rivets locally.
