They are brass.

Greetings; I do not think I have ran into these types of rivets before. Please explain exactly how they installed in mounting data plates on the dash. Thank you for your time and consideration in this matter.

They are the proper style rivets used originally. A simple rivet gun can be used to install. Any local auto parts store carries them.
