How do you recommend attaching felt to cardboard?

You should be able to use upholstery adhesive.

l have a 1953 cj3 willys , the firewall padding kit is ok for my jeep

This really is for MB/GPW due to the holes on the firewall.

Willys Tech:
CJ-3A and CJ-3B's never used a firewall padding originally.
