How do you get the Dash panel screws through the gauge panel, so you can attach it to the dash assembly?

is there a special method to install the clips in the dash? do you bend the clip and then straighten in position?

The tab on the screw will lock it in place when you tighten.

How do the clips get installed in the dash panel? Is there a special tool for that?

They just lock in place and you use a flat head screw driver.
