I have a 64' cj5 with a PTO Winch on the front. Will this kit fit with the PTO shaft running next to the frame rail?

Does this have the indent for the axe handle at the front edge where this panel meets front section? For a M38.

The instructions for the installation of this product calls for 2 new tie rods to be installed with it- are these proprietary and available only on your website (if so what is the part # on your website so I can order), or does the installation necessitate replacing the existing tie rods? Can you use the original steering column with this conversion? My CJ2A has had the front crossmember cut out and this conversion sounds like an answer to multiple problems if I can use the original steering column and steering wheel.
