Do I have to remove the gas tank on a 1953 CJ3B to install the steps.

It would be easiest to do that. You can manipulate the tank to be raised enough so you can slip hardware in from the inside out. But in order not to damage anything with the fuel line and such, it would be easiest to remove the tank.
