R the holes for the rear PTO predrilled in the cross member?

Should the rear bumper on a CJ2A be welded or bolted/riveted. The existing bumper is not original and has been welded to the old frame.Is there a video on this other than the MB/Ford one which shows the bumper being bolted.

They were riveted originally. But alot of people just bolt them back. B1508-R is the part number for the rivets.
