my gear box has a grease zert, and now shims. Lots of slack in steering wheel, should it have grease or oil in the box?

We typically use 90 weight gear oil in ours.

Is it possible (or reasonable) to have to use more than one shim pack to get the proper tension on the bearings. Mine didn't have shims when I disassembled, but after replacing the worm gear and bearings, when I tighten up the steering collar it still needs shims to close the gap. Thanks....

They dont use gaskets on this part. The fill level is below it.
