Is the steel tube painted as it is for SKU 645902-KIT (lower radiator hose kit) ? Is possible to purchase this kit (straight steel tube) with the red striped hoses as offered for kit SKU 645902-KIT ?

The steel tubes for both kits now are just steel. The hoses that have the red stripe were some originals we had left over. Neither kit has the red stripe hose.

Why would I prefer this to the Upper Radiator Hose only?

Its just an early way they used to do it. There is really no advantage per se.
