Does this fit the M38, rear inside cross member, from the in side? rear bumper

when installed should this create a box between the rear bumper and reinforced support or does the "C" channel mirror the bumper and face towards front of jeep ?

It goes in side the C channel to stiffen it.

I understand that it slides inside the rear crossmember. What does it bolt to however? It can't just hang there (or does it)?

My frame had severe rust at end most of end crossmember was returned to the earth as iron dust. So does this fit right behind rear crossmember or is it the crossmember about a foot to a foot an half from rear????
