On a CJ2A, will a standard Jeep Pindel hitch installed in the 4 bolt positions on the rear support plate interfere with the operation of the tailgate??

You can. Its a support plate more than anything.

This should probably work for the 71 as well. You may have to just drill additional holes in it.
