Do I need to remove the entire tub or can I weld this in place ?

Is this designed to be welded directly on top of the rusted body piece, or is it deigned to have the old section cut out and this welded in as a replacement? I was hoping to weld it right on top but wasn't sure if there would be any fit issues.

You really would not want to weld onto of a rusty piece. You will just get more rust that way. Its best to cut out all the rot and make it right.

on my 1952 m38 cdn the battery at some point cracked and drained acid all over the floor which caused it to rust out. Will this floor pan cover that?

Yes this is the passenger side floor pan.
