My windshield frame is already drilled for screws for the weather seal to frame cowl seal. Do the pre holes match the holes already in my frame?

I purchased this part for my 1943 Ford GPW, and after installing it correctly I have a 1/4 - 1/2 inch gap between the cowl and the seal. Not sure what to do with that. Any suggestions?

Which direction does the flap go? Assuming it presses against the top of the tub, does the flap go forward (towards the engine) or rearward (towards the passenger)?
Willys Tech:
It will only go one way. The seal will curve with your windshield frame arms and I will have a recess for your screws to secure it in the bottom of the frame as well.
